Engineers Australia Division Elections for Vacant Positions in 2012

Division elections are held every year and since 2010 both the nomination and voting phases have been managed nationally. Eligible members are able to nominate for vacant positions on National Congress, Division Committee and College Boards

Voting is managed by an External Service Provider, BoardRoom Pty Ltd, with the Director of each Division acting as the Returning Officer. This year, elements of the nomination process will also be managed by the External Service Provider. 

The Division Election period will run from Monday 11 July  to 5.00pm AEDST Friday 28 October across all Divisions.

About the Election Process

In 2011 the election process will be divided into three phases:

Phase 1 - Intend to Nominate and Nominee Eligibility Confirmation - CLOSED 5.00PM AEST FRIDAY 19 AUGUST 2011

This phase has been introduced to avoid problems with ineligible candidates nominating for vacant positions and candidates seeking to lodge their nomination too close to the deadline to allow appropriate eligibility checks to be completed. Members will be required to submit an online 'Intend to Nominate' form to confirm their eligibility.

Phase 2 - Eligible Candidate Nomination - CLOSED 5.00PM AEST FRIDAY 26 AUGUST 2011

On receipt of confirmation of a nominee's eligibility the External Service Provider will contact nominees direct and invite them to submit a 500-word candidate statement and a colour passport-sized photo (preferably in JPEG format).

Eligible candidates will be contacted by the relevant Returning Officer after close of nominations on 26 August to advise whether an election is to be held and which vacancies are filled uncontested.

 

Phase 3 - Voting - OPENS 9.00AM AEDST MONDAY 3 OCTOBER 2011 AND CLOSES 5.00PM AEDST FRIDAY 28 OCTOBER 2011

The voting process will be administered exclusively by the External Service Provider, BoardRoom Pty Ltd. One week prior to voting, candidate statements and photos will be promoted via the Engineers Australia website.

Tenures

Sydney, Queensland and Victoria Division Committees are transitioning to 2-year tenures. The transition arrangements for election to these Division Committees are as follows:

  • Where there is an even number of vacant positions the transition arrangement is that the first 50% of successful candidates will have a 2-year term and the next 50% will have a 1-year term. 
  • Where there are an odd number of vacant positions the transition arrangement is that the first 50% plus 1 of successful candidates will have a 2-year term and the remainder will have a 1-year term.

Where an election is not required i.e. where there is an equal number of candidates for vacant positions tenures will be determined by a draw of names 'out of a hat' ( to be carried out by BoardRoom and observed by nominees from Engineers Australia). The first 50% will have a 2-year tenure and the remainder a 1-year tenure.

Where an election is not required and where there are insufficient candidates for the number of vacant positions, a similar process will be followed with a majority being elected for a 2 -year tenure. The reminder will have a 1-year tenure. Any remaining vacant position(s) will be filled by a casual vacancy.

Canberra, Newcastle, Northern, South Australia, Tasmania and Western Australia Division Committees will have 1-year tenures.

College Board and National Congress positions have 2-year tenures.

Eligibility Criteria - Nominees

To be eligible to nominate for a vacant office bearer position in the Division elections you and your proposer and seconder must:

  • be listed on the membership register of Engineers Australia as a financial member other than in the grade of student
  • be a member of the Division in which the vacancy occurs
  • (for College Board positions) be a member of the College in which the vacancy occurs.

You must have the agreement of your proposer and seconder to support your nomination.

The nomination process will be online only. Candidates who are unable to complete the nomination process online should contact their Division Office for assistance.

Eligibility Criteria - Voters

To be eligible to vote in the 2011 elections, a member must at 5.00pm AEST Friday 16 September 2011:

(a) not be a student member

AND

(b) not be in arrears, having either:

  • paid in full the applicable 2011-12 membership subscriptions (by 2 Sept), or
  • made arrangements for periodic payments of their 2011-12 membership subscriptions, and these periodic payments due to date having been paid (by 2 Sept), or
  • been granted free subscriptions for 40 years of membership, or
  • been granted and paid in full, a concession for the 2011-12 membership subscriptions, or
  • been granted a full membership exemption from membership subscriptions, or
  • be an Honorary Fellow, or
  • had their 2011-12 subscriptions formally waived

(c ) be a member of the Division in which the vacancy occurs

(d) be a member of the relevant College, in which the vacancy occurs.

When voting, eligible members make a preferential selection (1, 2, 3, etc.) for each selected position. Once a vote is cast it cannot be accessed or changed.

A ‘Help Desk" will be operated by BoardRoom Pty Ltd for the duration of the voting process.

Election outcomes

Division election outcomes are provided direct to each Returning Officer by BoardRoom Pty Ltd. Returning Officers then declare election results to Division Committees and notify candidates of the results. Election results are also announced at Division annual meetings and published in Division newsletters.
