The Engineers Mobility Forum (EMF) has constituted an International Recognition Agreement for Professional Engineers. A person who is registered on the National Professional Engineers Register (NPER) has already met to a significant extent the requirements for enrolment on the APEC Engineer Register or on the International Register of Professional Engineers. A Bilateral Framework to Facilitate Mobility for Mutual Recognition on Registered/licensed Engineers was signed by Engineers Australia and officials from the Japanese Government and the Institution of Professional Engineers, Japan on 1 October 2003. The application of the Framework is explained in a paper on Matching Disciplines for Bilateral Framework to Facilitate Mobility for Mutual Recognition of registered/licensed Engineers. The parties to this bilateral framework met in June 2009 and agreed that a five-year extension to the framework would be formalised.
