Woolgoolga to Ballina, the final link in the Pacific Highway between Hexham and the Queensland border, is being upgraded to four lanes. The project includes upgrading the highway to motorway (Class M) or arterial (Class A) standard over its 155 kilometre length, nine interchanges, more than 170 bridges and more than 350 connectivity structures.
Transport for NSW engaged Pacific Complete, a joint venture between Laing O’Rourke and WSP, as delivery partner for the Glenugie to Ballina bypass section of the upgrade. Pacific Complete has overall responsibility for providing planning, programming, design management, procurement and construction management services.
With sections of road now starting to open to traffic, speakers will share their experience working in a delivery partner model, including insights from the client and contractors.

Chris has extensive experience working on the Pacific Highway upgrade including Woolgoolga to Ballina, Kempsey Bypass and Ballina Bypass. With more than twenty years’ experience, Chris has delivered complex civil, tunnelling, transport, rail and building infrastructure projects under a variety of models and contract types including Alliance and Delivery Partner.
Michael Heathwood: Pavements Lead, Pacific Complete
Michael is a construction professional with more than fifteen years' experience in the transport and infrastructure sector, specialising in building complex road structures. With extensive experience working on Pacific and Hume highway upgrades, Michael is currently overseeing all pavement design and construction for Woolgoolga to Ballina.
