In this session, through an analysis of the project, its’ engineering challenges, and socio-economic impacts, we will explore:
- The Melbourne Airport Rail project, its’ objectives, and its development/delivery roadmap
- The contemporary engineering challenges and considerations bespoke to this world-class infrastructure mega project
- The socio-economic benefits this mega-project will bring to Victoria and how stakeholder engagement has continued in the virtual realm
Melbourne’s population is rapidly growing and expecting to reach 8 million people by 2051, and passenger movement through Tullamarine Airport expected to scale from 35 million (2016-2017) to over 67 million (2038).
Melbourne Airport Rail will run on dedicated, new tracks from a new premium station at Melbourne Airport through to Sunshine Station, where it will then travel through the Metro Tunnel into the heart of the CBD before continuing onto the Cranbourne and Pakenham lines.
The route through the Metro Tunnel will provide passengers with a 10-minute turn-up-and-go service from Melbourne Airport and an around 30-minute continuous journey into the CBD, with trains stopping at Sunshine to connect to the key regional centres of Geelong, Ballarat and Bendigo. Gippsland passengers need only change trains once between Pakenham and Caulfield to access airport services.
The project will improve the performance of critical transport links to Melbourne Airport and Melbourne’s north-west, and increase track capacity between Sunshine and Melbourne CBD.
The project will also include a new airport station at Melbourne Airport and improvements at Sunshine Station to supports its development into a transport superhub.
Planning and development work is underway, with construction due to start in 2022.
Director - Melbourne Airport Rail, Rail Projects Victoria
Ben Ryan is the Project Director for Melbourne Airport Rail and is overseeing planning and delivery of the long-awaited connection of Melbourne Airport to Melbourne’s metropolitan and regional rail network.
With nearly 20 years’ experience in project management, Ben brings knowledge of civil engineering and rail construction management from many infrastructure projects, where he has worked as a rail systems manager, construction manager, and project manager.
Prior to joining Rail Projects Victoria, Ben held senior leadership roles with John Holland on some of the most complex level crossing removals across Melbourne as part of the Level Crossing Removal Project, including level crossing removals on the Belgrave, Frankston, Craigieburn, Upfield and Mernda Lines.
Vito Trantino MIEAust

Vito Trantino is a professional civil engineer with over 25 years of experience in civil and marine infrastructure design and construction. In 2017, Vito was recognised as one of the top-30 innovative engineers in Australia by Engineers Australia for his leadership and his contribution to the innovative use of non-metallic materials in harsh marine environments.
Across his career, Vito has led the engineering on several large multi-disciplinary projects including major capital expansion works within the Port of Melbourne and the delivery of the Seaford Rail Extension which comprised the first section of electrified rail on the South Australian network and the longest incrementally launched bridge in the southern hemisphere. More recently, Vito has held key management and executive leadership roles.
Deputy Director - Communications and Stakeholder Engagement (Rail Projects Victoria), Melbourne Airport Rail
Megan Cusack is an industry leader in communications and engagement with over 20-years’ experience working on major infrastructure projects throughout Victoria, with insights from both the client and contractor side.
She has managed challenging and complex stakeholder issues on transformational infrastructure projects including EastLink, the original Regional Fast Rail project (Geelong and Ballarat), Regional Rail Link -Footscray to Deer Park, M80 Upgrade between the Calder Freeway and Sydney Road, CityLink Tullamarine widening project and Level Crossing Removal projects.
Today, Megan brings that experience and her interpersonal skills into her role as the Deputy Director of Communications and Stakeholder Engagement for Melbourne Airport Rail. Here, she is overseeing communications and stakeholder engagement throughout the planning and delivery of the project.
